Frequently asked questions and answers about applying to HSB
If you acquired an indirect UEQ abroad, you can have it upgraded to a direct UEQ by completing a programme of preparatory studies – and improve your German language skills at the same time. A programme of preparatory studies concludes with an assessment test.
Certificates issued on successful completion of preparatory studies are often tied to a specific subject. This is not binding for admission to studies at HSB; you can choose from all the degree programmes offered at HSB.
Even if you have successfully completed your preparatory studies in Germany, in the case of HSB degree programmes subject to restricted admission your application will automatically be included in the quota for foreign nationals or stateless persons.
In Bremen, preparatory studies fall under the heading HERE AHEAD:prime.
If you acquired your school leaving certificate abroad, you must apply for pre-assessment documentation, the so-called VPD procedure at Uni-Assist.
This is to confirm whether your school-leaving certificate entitles you to study at a university in Germany.

Applications for the winter semester in any year must always be submitted by 23:59 on 15 July of that year, even if that is a weekend or public holiday.
This is a cut-off deadline: an extension is not possible under any circumstances.
HSB’s application portal CampInO is accessible around the clock from any place with an internet connection throughout the application period from 01.06., but will be closed automatically on 15.07., 23.59 hrs, so there can be no doubt.
The actual date you submit your application has no influence on your chances of being granted a place. All applications received by HSB between 01.06. and 15.07. will be treated on an equal footing according to the admission rules.

The only exception is for trial studies (submission by 15.07., better even earlier)!
Paper documents must only be submitted after confirmation of admission and online enrolment with the PDF "Application for enrolment".
In the following cases, however, you do have to upload documents to the HSB application portal (CampInO):

Even prospective students who have acquired their UEQ via conventional preparatory studies elsewhere do not have to submit any documents before actual enrolment!
Foreign educational qualifications must be checked by Uni-Assist in the VPD procedure.
The application to Uni-Assist should be made as early as possible. This can be done almost all year round – and it is advisable to apply even before 01.06.
If your VPD is not issued until after the application deadline on 15.07., you will unfortunately no longer be able to take part in the normal application procedure. Instead, however, you can take part in the so-called ‘coordinated re-offering and lottery procedure‘ with your VPD.

If maximum admission numbers are set, admission is granted according to a nationwide procedure regulated by law:

Success in the NC procedure depends on the grade on your school leaving certificate and waiting time being sufficient for admission. These factors are not laid down by the university, but are calculated anew each year on the basis of the factors met by the last person admitted in the respective ranking segment the previous year.

Historical NC determining factors should only be seen as a rough approximation.
The NC determining factors are not fixed by the university, but are calculated anew each year on the basis of the previous year’s admissions. Depending on the number of applications, the grades and waiting periods, the NC determining factors can fluctuate from year to year.
Example:
‘Grade’ of the last person admitted in the previous year was 2.2
‘Waiting time’ of the last person admitted in the previous year was 7
In the previous year’s procedure, the NC factors were 2.2 and 7 waiting semesters.
Applicants with a grade lower than 2.2 failed to meet the determining performance factor.
Those with less than 7 semesters of waiting time failed to meet the determining waiting-time factor.
For the current admission procedure, the HSB cannot give any indication of what the NC determining factors will be or your chances of getting a place.
Just submit your application and take your chance for a place at university!
Waiting semester: The number of semesters from the date of acquisition of your UEQ, irrespective of what you might have been doing (holiday, travel, job, vocational training), except for periods during which you were an enrolled student.
Waiting semesters are calculated automatically by the system and do not have to be actively entered. Therefore, the specification of the UEQ date and the specification of previous periods of study is important and must be correct (affidavit when submitting the application).
The waiting semesters in Bremen are limited to a maximum of 7.
The waiting semesters do not improve the average grade. This is often claimed, but it is wrong!
There are a number of degree programmes with no admission restrictions (without NC). Those who meet the general and specific admission requirements can be sure of getting a place!
There are no quotas. The degree programmes are nevertheless coordinated in the dialogue-oriented service procedure (DoSV).
ATTENTION: An application in an admission-free degree programme always leads to an offer – and possibly to automatic admission in the DoSV, which excludes participation in the so-called coordinated re-offering and lottery procedure in the DoSV (see also FAQ section DoSV: Prioritisation).

There you will find information on providing proof of language proficiency via school grades and the language tests recognised by HSB and. If you are unsure of anything, you will also find details of whom to contact for questions surrounding application and admission in the ‘Contact’ section of the programme page.

German at level C1 is required for almost all degree programmes at the HSB. This can be proven through the following examinations:
If the language of instruction at your school was not German, you must submit proof of proficiency in the German language if you wish to study in a degree programme taught in German at HSB.
‘Examination part German’ of the assessment test in preparatory studies (as long as the examination was passed overall). The proof of language proficiency must be submitted at the latest at the time of enrolment.

By when must a pre-studies internship be completed?
In most cases, the pre-studies internship must be completed by the start of lectures. Some degree programmes have exceptions. You will find all you need to know on the respective degree programme page.
Is a (part-time) job considered to be a substitute for an internship?
The crediting of internships is the responsibility of the faculties or the programme director.
As a rule, professional supervision or guidance must be credibly demonstrated.
In the case of part-time or hourly work, the total duration is extended, e.g., 6 weeks = 12 weeks with 50% working time.
The staff at the Enrolment and Examination Office will be able to answer any queries you may have and is the first point of contact in case of doubt. Contact details can be found on the respective programme page (‘Contact person for application and admission’).
To apply, you must pass the artistic and creative aptitude test. You must upload the result of the aptitude test with your application. It is a compulsory admission requirement. Without proof of having passed the aptitude test, admission to the Architecture B.A. degree programme is not possible.

All applicants must provide proof of professional training (speech therapy or physiotherapy).
90 credits are credited for this.
Application is made for the 1st semester, but applicants are placed in the 4th semester upon enrolment.

The pre-study internship must be performed on a manual basis (e.g. on construction sites). Activities in the engineering office are not recognized. The 13 weeks can also be completed entirely in the main construction trade. It does not have to be performed in one company, but can also be performed in different companies."

A certificate of good conduct, a medical certificate and proof of vaccination must first be presented when signing the contract with the cooperating institution. The cooperation partners will then issue you with a certificate to be submitted with your application.
Application, admission, and enrolment at HSB is also possible without these documents.
Admission as a person already holding a vocational qualification is not possible, except for training and working as a midwife or (paediatric) nurse.

Internship as an admission requirement for Social Work B.A.
The main criterion for recognition, apart from the length of time, is the existence of professional guidance by e.g., nursery school teachers, social workers, or social pedagogues.
For the degree programmes that participate in the DoSV (all non-cooperative degree programmes for the first semester), you first register at hochschulstart.de. There you will receive an applicant ID (BID) and an applicant authentication number (BAN). You will need the BID and BAN to register at CampInO. Please do not give the BAN to us or anyone else.
For all other degree programmes, register and apply directly in CampInO.
Please register only once with CampInO.
Follow the instructions in the portal and find detailed information in this FAQ or on the website.
After registration, you can enter and submit up to three applications.
Paper submissions are not necessary until enrolment.
Even for your UEQ certificate (e.g., Abitur, Fachabi), we initially only need your details in the portal – no proof is necessary.
Only when you have been offered a place and wish to enrol will we ask you to provide the UEQ in paper form.
If we require supporting documents at the application stage, you will be advised that a file upload of supporting documents is required. You will be prompted to upload at the appropriate point.

If you are already registered at CampInO with an HSB student account, log in with your existing account for the application.
The student account expires one month after exmatriculation. If you wish to change your degree programme or apply for Bachelor-Master transition, please contact the computer centre and the administrative office in good time so that your student account can be extended!
If you have registered more than once in CampInO as a new applicant, surplus accounts and the applications submitted in them will be deleted. You will be informed about this in the portal.
After the first login, you will be asked whether you want to receive notifications by e-mail. It is very useful to activate this setting. This way, portal notification can be sent by email and you do not have to constantly watch the portal. The function can be activated / deactivated after logging in to CampInO in the ‘Personal Information’ area.
The username is assigned by the system during registration in CampInO and communicated by e-mail.
You chose the password yourself during registration in CampInO.
Be sure to make a note of the access data for the various portals
(CampInO, hochschulstart.de, other universities, ...).

The HSB cannot provide any information on the application data.
If you have made an incorrect entry by mistake, you can usually change this on your own, at latest before the application deadline of 15/07.
Most of the time, you first have to withdraw the application, then make the change and submit the application again. This is quite straightforward!
In the case of changes to master data (name/address) on applications coordinated via hochschulstart.de, the changes must be made directly there. Hochschulstart.de is the leading system and overwrites changes in CampInO.
If you want to make a change to the UEQ, you must first withdraw all applications and can then submit them once more. Be sure to do this before the application deadline, by which time the data of the UEQ and the details of previous periods of study must be correct because these are relevant for admission.

Your application status may be as follows (and what it means)
If you have mistakenly applied for a degree programme whose admission requirements you do not meet, you must still fill in all the information – even though the application has been withdrawn. You can enter anything here, as the ‘Admission requirements’ entries have no significance for withdrawn applications.
You can participate in the procedure with a maximum of three applications.
The transmission of the status change from hochschulstart.de to CampInO can take up to 20 minutes, especially after an offer has been accepted. So have a little patience!

The check sheet is only to help you and for your own records.
The proof of ‘Application’ summarises your entries and serves for your information.
Above all, you can use it to prove the date you submitted your application for official purposes, such as child benefit.
After the application procedure, the data in CampInO will be deleted and the PDF can no longer be created. Therefore, file the proof s a PDF or as a printout so that you can find it again if needed.
The Dialogue-Oriented Service Procedure (DoSV) of hochschulstart.de is designed to facilitate the allocation of study places to applicants over the whole of Germany.
Detailed information, advice and instructions are provided on the hochschulstart.de website and are not reproduced in full on the HSB pages.
Familiarise yourself with the procedure, especially the coordination rules and the prioritisation instructions, and ensure that you receive amendments to the portal and information direct from hochschulstart.de by e-mail.
Applicants for all non-cooperative Bachelor’s degree programmes for the 1st semester must register at hochschulstart.de and enter the BID and BAN in CampinO when applying.
If you would like to apply for a Master’s degree programme, for a higher semester or for a cooperative Bachelor’s degree programme, it is not necessary to register with Hochschulstart.
Please pay attention to the portal messages (e-mails) from hochschulstart.de and CampInO during the entire procedure!
All questions regarding registration and the account for the DoSV can be found on the website of Hochschulstart.de.
Hochschule Bremen cannot provide any information on the Hochschulstart account.
You can make changes to the contact details yourself in the CampInO portal.
hochschulstart is the leading system for your master data, such as name and date of birth. You must make changes to this at hochschulstart.de!
The CampInO and hochschulstart.de portals send portal messages as e-mails to the specified e-mail address every time there is a change in status. You should therefore check your e-mails regularly.
If you wish, you can unsubscribe from the portal messages (not recommended!). Then make sure to visit the portals regularly!
After the first portal message has been sent, further portal messages will only be sent if a portal registration has been made in the meantime.
This means that as long as you have not logged into the portal again, you will not receive any new messages (so that you are not constantly being "spammed" with new messages).
Procedure in CampInO

Prioritising your applications is the central element of the DoSV.
This is explained in detail on the hochschulstart.de website. Please familiarise yourself with the procedure and actively and consciously prioritise your applications from the very beginning.
In this way, you prioritise the programme you wish to study and learn why this is important.
The coordination phase is explained in detail on the hochschulstart.de website. Please familiarise yourself with the procedure and the coordination rules.
What does ‘coordination’ mean? and how does this phase work?
Active acceptance of an offer of admission to studies in the DoSV takes place in the portal of hochschulstart.de or through automatic ‘acceptance’, i.e. automatic admission is granted on the basis of the coordination rules.
After active or automatic acceptance, you will be ‘admitted’ to the degree programme.
If you accept an offer of admission to studies or an admission has been automatically granted due to the coordination rules of the DoSV, all other offers and applications are irrevocably dropped!
All status changes are synchronised between hochschulstart.de and CampInO. This can take up to 20 minutes after an offer of admission has been accepted. The coordination procedure in hochschulstart.de is then finished.
The next step is the online enrolment in CampInO.
If you accept an offer of admission to studies or an admission has been granted automatically due to the coordination rules of the DoSV, you will drop out of all other procedures. You will then receive the status ‘withdrawn’ in the degree programmes. The university cannot change the status or reverse the acceptance.
A request:
If you have accepted an offer of admission from a source other than DoSV, or perhaps (this year) no longer wish to study, please withdraw your open applications in the DoSV in order to give other applicants the chance of admission.
Please note: In the case of DoSV degree programmes, you can only accept one offer and are then eliminated from all other procedures along with all other applications! There is no possibility of revocation and HSB also has no possibility to change your decision.
Participation in the coordinated re-offering and lottery procedure is then no longer possible in that year.
You are then only able to look for admission to studies elsewhere outside the DoSV.
On completion of the DoSV procedure, i.e., after 01.10., HSB may also offer free places outside the DoSV in individual degree programmes.
If your application(s) has/have the status ‘Admission offer currently not possible’, you can view your rank after logging on to hochschulstart.de.
Go to ‘My applications’, and then ‘Applications overview’.
You can see the rank and try to estimate what your chances are. However, it is quite difficult to estimate because the DoSV is very dynamic. There can be big jumps in the ranking. Especially in the ‘degree’ segment, as admissions often come late.
If you do not receive any offer at all, you can participate in the ‘Coordinated Re-offering and Lottery Procedure‘ of the DoSV.
The admissions and status change was executed automatically due to the rules of the Dialog-Oriented Service Procedure of Hochschulstart. You probably did not prioritize on Hochschulstart.de according to your actual wishes. The Hochschule Bremen has no influence on the coordination procedure and cannot change the automatic status changes that have taken place.
You must accept the admission you have received.
You can authorize and empower a person with a signed paper power of attorney. The person must then be able to identify himself/herself if actions are taken on your behalf here on site. When sending mail, include a copy of the power of attorney.
There is no HSB form for the power of attorney and no special formal requirement.
If the status of a DoSV application is 'offer of admission has been made', you can accept the offer at Hochschulstart.de.
If you have further applications without an offer, you can also wait for further offers.
But be careful: due to the coordination rules in the Dialog-Oriented Service Procedure (DoSV), applications/offers may be automatically dropped. You should put the applications on the Hochschulstart.de site in the order you wish (prioritization). The coordination phase runs until 25.08.2023.

If the status is "Offer of admission currently not possible", your application is not yet in the admissible range of the ranking list, i.e. we cannot issue an admission at the moment due to your grade and your waiting time. However, if places become available in the course of the Dialogue-Oriented Service Procedure (DoSV), the ranking lists will continue to be processed, so that an offer may still be made by the end of the coordination phase on August 25.
So you are on the move-up list, so to speak. You can see your rank on hochschulstart.de.
If you have applied for more than one study offer, remember to put the applications in the order you want on the page of hochschulstart.de (prioritization).
You have 14 days after admission to apply for online enrollment. The documents can still be sent in after that. If you need an extension of the deadline, please contact us.

The ‘Application for Enrolment’ must be sent in after online enrolment with the documents specified therein and within the specified deadline. The semester fee must also be paid by the deadline.
If you have problems with the deadline, contact the administrative office. The deadline can often be extended.
A detailed list of the paper documents to be submitted can be found on the ‘Application for Enrolment’. You will find this application as a PDF in CampInO after you have been admitted and have completed the online enrolment.
Only the certificate of university entrance qualification (UEQ, (Fach-) Hochschulreife) must be officially certified – all other documents can be submitted as a simple copy.
It is important to note, however, that copies of original documents can only be accepted if they are certified. You can find instructions on cetification on the website.
In addition to the documents, we require payment of the semester fee and the electronic registration of a health insurance provider for enrolment.

The exact deadline by which you must have transferred the fee can be found on the ‘Application for Enrolment’. There you will also find further information on the account details and the purpose of payment.
As a rule, no paper documents are required during the application phase. Only after you have completed the online enrolment do you have to submit the enrolment application in paper form with further documents.
You can safely assume that the documents sent by post will be delivered.
Make sure you have correctly made the payment and triggered electronic notification by the health insurance provider.
If any relevant documents are still missing, the administrative office will usually contact you or leave a message in the CampInO portal.
During the peak period of application and admission, we are unable to provide information on incoming mail.
If nothing happens for a long time, you can enquire by e-mail to the Enrolment and Examination Office.
The deadline for applications 15 July is fixed and cannot be extended.
The process deadlines of the DoSV are fixed nationwide, HSB has no influence on the deadlines of the DoSV.
The enrolment deadline is an HSB-internal deadline. If this is exceeded, we can often grant an extension. Please contact the Enrolment Office.
In some degree programmes that are not at capacity, experience shows that the application portal will open again around the beginning of October. Keep an eye on the HSB website.
Information on providing proof of health insurance in the ‘Studentische Meldeverfahren’ (SMV) can be found on the website.
Throughout the coordination phase, DoSV procedure permanently
offers the vacant places. Moving up in the ranking is automatically assured.
After the end of the coordination phase, free places are allocated to people who have not received an offer in the DoSV and have registered to participate in the KNR.
The lottery procedure is carried out if there are still places available at the end of the procedure but no more applications on the ranking list. A new (short) application is necessary. The application leads directly to admission if places are available.
HSB regularly participates in the KNR with all DoSV degree programmes. However, this does not mean that places in the KNR are also awarded in all degree programmes.

Open-admission degree programmes always take part in the lottery procedure. For these programes, you are guaranteed a place if you apply and meet the admission requirements!

This sometimes happens in individual degree programmes after the re-offering and lottery procedure.
If a lottery procedure is carried out at HSB, you will receive the relevant information with the rejection notice.
Do I get a full refund of the semester fee if I decide to go to another university?
In principle, yes.
If you have already paid but change your mind before enrolling at HSB, you will get your money back in full.
If enrolment at HSB has already taken place, the administrative fee of 50 euros will be retained,
Please apply for repayment using the appropriate form.
You will only receive a rejection notice from Hochschulstart.de at the very end of the procedure, and then for the highest-priority degree programmes in which you did not get a place.
An ‘Application for Admission Outside Capacity’ based on this rejection can be submitted to the university up to 15 September.
A certificate of enrolment for the BAföG office can only be issued after enrolment and will be sent with the student ID and the other semester documents.
This is a certificate according to Art. 9 BAföG. If you activate the student account in CampInO, you can create the certificate yourself.
The exchange of data between health insurance providers and the universities is handled electronically via the Student Notification Procedure (SMV). There are no more paper certificates. Contact your health insurance provider to have them report your data to HSB.
The Hochschule Bremen’ reference number for health insurance is 202 602 89.

After enrolment you will receive status messages from CampInO. No documents from the university will be sent to you by post on a regular basis.
To activate your user account, follow the instructions at www.hs-bremen.de/studieren/im-studium/zugaenge-und-portale
The semester ticket and student ID card will be made available to you as online documents in the new "Campus HSB" app in good time for the start of the semester. The app is expected to go live on 01.09.2024. You will then receive further information.
A change of university requires an application to HSB. In this case, an application as an advanced student is only made if the same or a related degree programme is chosen. When applying, enter the second semester of studies. This can be adjusted at a later date. You will be placed in the semester corresponding to your performance level; the university semesters will continue to be counted.
Degree programmes considered to be the same will have the same degree and title, while related programmes may have a different title or degree but come from the same subject area. At least 50% of the curriculum must be recognisable for the degree programmes to be considered related. Examination results obtained at other universities are recognised if their equivalence is established, i.e., if they correspond in content, scope, and requirements. This is decided by the examination board. The recognition of modules and credits usually takes place after enrolment.
Application as an advanced student is only in CampInO; registration at Hochschulstart is not necessary.
Certificate of non-objection (German: Unbedenklichkeitsbescheinigung)
If an examination has been ‘definitively failed’ in the same or a related degree programme at another higher education institution in Germany, the same or related degree programme (nationwide) can no longer be studied. A so-called ‘Certificate of non-objection’ must be submitted with the application. This is a certificate stating that the student is still entitled to take examinations and that no examination has been ‘definitively failed’. This is issued by the university you are leaving.

A purely administrative change of degree programme is not possible at HSB. You must always submit a new application. Depending on the change, there are various things to consider when applying:
1. change between different types of degree programmes: Here you must apply for the first semester.
2. transfer between related degree programmes: Here you must apply as an advanced student
3. transfer from degree programmes that are not related, but from which credits could be recognised under certain circumstances: If a maximum of two modules are creditable, apply for the first semester. If more than three achievements can be credited, you can apply as an advanced student.
VPD procedure at uni-assist
Applicants with a foreign educational qualification must initiate a preliminary review documentation (VPD) at uni-assist before applying in CampInO. The processing takes 4-6 weeks. It is possible to apply for a VPD almost all year round. The VPD only applies to the respective university and is valid for 1 year.
The processing of VPD applications is postponed by uni-assist during the ‘hot phase’ in July. In order to meet the application deadline of 15.07., applications must be submitted as early as possible (recommendation: mid-June at the latest).
If the application deadline cannot be kept, there are still chances in the coordinated re-offering (KNR) and lottery procedures. The German language certificate (C1) must only be submitted upon enrolment.
Do applicants have to submit documents to HSB again?
The documents of valid applications are sent directly to HSB as PDF files by uni-assist. When enrolling, the UEQ certificate therefore no longer has to be submitted; however, CV, residence permit, etc. do have to be sent in.
European Baccalaureate Certificate
With the ‘Certificate of the European Maturity Examination’ you can apply directly to HSB without going through uni-assist.
In principle, a grade of 2.5 in the Bachelor’s degree is a prerequisite for admission to the Master’s degree.
There are special rules in some Master’s degree programmes. In some cases, it is possible to receive a grade improvement. This is detailed in the admission requirements of the respective Master’s programme.
Enter the current average grade of the Bachelor’s degree. This is usually shown by the university in the Transcript of Records (ToR). The ToR is also requested as an option in the upload area.
Proof of passing the Bachelor’s degree must be submitted within two weeks after the start of lectures. The certificate can still be submitted later.
